Deputy Director, Human Resource Development at National Biosafety Authority Full Time

Job Duties and Responsibilities:

• Develop and review human resource and administration policies, rules and regulations.
• Coordinate the recruitment and selection process to ensure the Authority has qualified human resources.
• Implement staff induction and on-the-job orientation programs.
• Participate in assessment processes.
• Develop human resource plans and strategies.
• Monitor and coordinate implementation of Human Resource Management policies.
• Ensure an effective human resource management information system is in place.
• Oversee the maintenance, storage and security of personnel records.
• Coordinate resolution of employee grievances and disciplinary cases.
• Develop and institutionalize performance appraisal processes.
• Maintain professional human resource management standards.
• Advise on human resource planning, talent management, succession and career management.
• Advise on career development and review of career guidelines.
• Coordinate organizational development and job reviews.
• Interpret labor laws and other statutes impacting human resources.
• Coordinate industrial relations and staff welfare matters.
• Spearhead the development, implementation, and review of the Human Resource Management system.
• Spearhead the assessment of skills and competency needs.
• Oversee budgeting, allocation, and optimal utilization of resources and opportunities.
• Review terms and conditions of service.
• Ensure proper utilization of human resources and advise on proper deployment.
• Coordinate records and knowledge management.
• Ensure compliance with all statutory requirements relating to Human Resource and Administration.
• Coordinate implementation of the department’s strategic plan.
• Ensure accountability and prudent management of resources and assets.
• Coordinate transport and fleet management function.

Qualifications:

• At least 10 years of experience, 4 of which must be in a supervisory role, with senior management experience in human resource management in the public or private sector.
• A Master’s degree in Human Resource Management, Development, Business Administration or Management, Public Administration, Social sciences, or a relevant field from a recognized institution.
• A Bachelor’s degree in Human Resource Management, Development, Business Administration or Management, Public Administration, Social sciences, or a relevant field from a recognized institution.
• A management course lasting not less than four weeks from a recognized institution.
• Membership to IHRM or a relevant and recognized institution and in good standing.
• Certified Human Resource professional (CHRP-K).
• Proficiency in computer applications.
• Good communication skills.
• Demonstrate results in work performance.
• Fulfilled the requirements of Chapter Six of the Constitution.
