DEPUTY DIRECTOR – PLANNING at National Government Affirmative Action Fund Full Time

Duties and Responsibilities:

• The Officer will be reporting to the Director- Planning and can be assigned to any of the following areas: Policy and Research, Monitoring and Evaluation, QMS, BPR, and Risk Management.
• Coordinate and develop policies, procedures, frameworks, strategies, plans, legislations, standards, and regulations on planning and research.
• Facilitate feasibility studies and service delivery surveys.
• Oversee the Fund’s Quality Management Systems (QMS) and develop the risk management framework for the Fund.
• Spearhead the development of the risk register and oversee the implementation of the Integrated Quality Management Systems (IQMS) and other Business Process Re-Engineering (BPR) initiatives.
• Oversee the development and implementation of enterprise risk management strategies and prepare the Fund’s Public Expenditure Review (PER) and Mid-Term Expenditure Framework (MTEF) budget.
• Facilitate the establishment and maintenance of a databank for the Fund’s programs and projects.
• Oversee research on affirmative action programs and projects, publish research findings, and establish and operationalize a knowledge management framework.
• Promote research on emerging trends, technologies, and innovations on affirmative action programs.
• Spearhead the preparation of annual and progress reports on Medium Term Plans in line with the Fund’s Strategic Plan.
• Spearhead the development and implementation of the division’s budgets, performance contracts, and staff performance appraisal.
• Oversee the development, implementation, and review of policies, strategies, standards, and guidelines on monitoring and evaluation.
• Direct the monitoring and evaluation of the Fund’s annual work plans and performance management and programs and projects in the Fund.
• Promote monitoring and evaluation culture in the Fund and facilitate the design and development of monitoring and evaluation systems for the Fund.
• Spearhead the development of standard operating procedures for monitoring and evaluation and a robust e-platform to monitor implementation of projects and programs.
• Oversee the preparation of monitoring and evaluation reports and ensure compliance with principles of good governance, transparency, accountability, ethics, and integrity.
• Manage and develop staff in the division.
• Supervise business processes within the Authority and develop standards, systems, and procedures for quality assurance.
• Coordinate the development of business process and continuity strategy, policy, and framework for the Authority and prepare and implement quality assurance plans.
• Initiate the formulation and implementation of relevant policies, strategies, and procedures and identify policy gaps and make appropriate recommendations.
• Ensure better operational procedures to improve overall efficiency and effectiveness in the Authority processes and consult with other departments in the Authority when critical quality issues arise and make recommendations on corrective action.
• Monitor quality assurance activities to determine compliance with corporate policies and procedures.
• Advise on quality issues and relevant standards to be implemented in Authority processes and procedures.
• Supervise the entire risk universe and business processes within the Authority and develop standards, systems, and procedures for risk management.
• Evaluate risk exposures relating to the Authority’s governance, operations, and information systems and advise management on risk exposure and mitigation measures.
• Coordinate the development of the enterprise risk management strategy, policy, and framework for the Authority and initiate the formulation and implementation of relevant policies, strategies, and procedures.
• Prepare and implement enterprise risk management plans and confirm that risk procedures are properly carried out and assigned work schedules are maintained.

Qualifications:

• A Bachelor’s degree in Economics, Statistics, Mathematics, or a relevant field.
• A Master’s degree in Economics, Statistics, Mathematics, or a relevant field will be an added advantage.
• At least 5 years of experience in the relevant field.
• Strong research and analytical skills.
• Excellent communication and report-writing skills.
• Strong leadership and management skills.
• Knowledge of risk management, quality management systems, business process re-engineering, and monitoring and evaluation.
