Finance and Budget Officer, P3 at United Nations Full Time

Location: Budget and Financial Management Service, United Nations Office at Nairobi (UNON)

Reports to: Section or Unit Chief, BFMS, UNON

Job Responsibilities:

• Budgeting:
  • Contribute to the strategic planning of the organization in accordance with established frameworks and guidelines
  • Analyze data to finalize cost estimates and budget proposals for regular budget and extra-budgetary resources under UNON Administration
  • Provide support and documentation for review of budget proposals and revisions by relevant intergovernmental and interagency bodies
  • Monitor budget implementation and performance and recommend fund reallocation as needed
  • Ensure resources are utilized in accordance with authorized budgets, organization priorities, and UN financial rules and regulations
  • Make recommendations for finalization of budget performance reports, including analyzing variances between approved budgets and actual expenditures
  • Manage approved staffing table, approve modification requests for positions and organizational units, and approve recruitment and classification requests
  • Execute cost recovery and support collection of associated receivables in accordance with established agreements and policies
  • Perform certifying functions of financial transactions as delegated
  • Produce periodic and ad-hoc reports and recommendations in relation to responsibilities assigned to the Section
• Accounting:
  • Assist in preparation of financial statements for UNEP, UN-Habitat, and UNON for inclusion in UN Financial Statements to be audited
  • Identify problem transactions and irregularities in related accounts and resolve them in a timely manner
  • Approve and confirm financial documents are in accordance with UN Financial Regulations and Rules
  • Analyze accounts and review regular financial reports from UNEP, UN-Habitat, and Headquarters
  • Research and analyze information to respond to internal and external audit queries and observations
  • Advise and guide clients on UN Financial Regulations and Rules and Accounting Instructions
  • Confirm reconciliations and suspense accounts analysis during the year and at year-end
  • Participate in development of accounting policies
  • Analyze and monitor open item managed accounts in the ERP system (Umoja) and initiate corrective action
  • Perform approval functions of financial transactions as delegated
• General:
  • Review and analyze reports and advise management on operational gaps and make recommendations for corrective action
  • Respond to queries and review correspondence related to budgetary and financial matters from management, clients, auditors, and stakeholders
  • Analyze administrative practices and procedures to identify areas for improvement
  • Ensure accurate and complete accounting, reporting, and internal control systems are functioning
  • Maintain relevant records and audit trails
  • Supervise one or more professional staff and provide day-to-day management, supervision, training, and guidance
  • Support Unit Chief in planning and monitoring work plans for the unit and team
  • Act as knowledge retention and quality assurance focal point for the team
  • Perform other related duties as required

Education:

• Advanced university degree (Master’s or equivalent) in business administration, finance, or related field required. A first-level university degree combined with two additional years of experience may be accepted in lieu of the advanced degree.
• Professional qualification in accounting (e.g. CA, CPA, ACCA) is desirable.

Experience:

• A minimum of 7 years of professional experience in budgeting, financial management, and/or accounting is required.
• Experience in a large and complex organization and knowledge of UN financial rules and regulations is desirable.
• Experience in management of financial systems and supervising staff is an asset.
